| Genesis 1:1-3
In the beginning God created the heaven and the earth. And the earth was [became] without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters. And God said, Let there be light: and there was light. |

And God said, Let there be a firmament in the midst of the waters, and let it divide the waters from the waters. And God made the firmament, and divided the waters which were under the firmament from the waters which were above the firmament: and it was so. And God called the firmament Heaven. And the evening and the morning were the second day. And God said, Let the waters under the heaven be gathered together unto one place, and let the dry land appear: and it was so. And God called the dry land Earth; and the gathering together of the waters called he Seas: and God saw that it was good. |

And God said, Let the earth bring forth grass, the herb yielding seed, and the fruit tree yielding fruit after his kind, whose seed is in itself, upon the earth: and it was so. |
| Genesis 1:14, 15
And God said, Let there be lights in the firmament of the heaven to divide the day from the night; and let them be for signs, and for seasons, and for days, and years: And let them be for lights in the firmament of the heaven to give light upon the earth: and it was so. |
One thing that is established in the first chapter of Genesis is that when God says it, that settles it; when God says it, it is so.
God has not changed. Even today, when God says it, that settles it. But God in His relationship with man, gave man freedom of will. And God will not overstep this freedom of will that He gave to man.
| I Thessalonians 2:13
For this cause also thank we God without ceasing, because, when ye received the word of God which ye heard of us, ye received it not as the word of men, but as it is in truth, the word of God, which effectually worketh also in you that believe. |
God is able to bring His word to pass, and when we believe what God says, it will come to pass in our lives. The power is not in our believing, the power is in God. Our believing produces when we believe what God says because God is able to bring His word to pass.

That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation. |

Being born again, not of corruptible seed, but of incorruptible, by the word of God, which liveth and abideth for ever. |
God does not need man to bring His word to pass, man needs God. God set it up so that He will not overstep man’s freedom of will and waits for man to believe, but it is God that brings His word to pass.
A great man of God once got a plaque that read, “God Said It, I Believe It, That Settles it.” He changed it to, “God Said It, That Settles It, Now I Believe It.” The fact that we believe God’s word is not the power to bring His word to pass. God provides the power to bring His word to pass. And when we believe God’s word, we reap the benefits of that power.
What many have changed this saying to is, “I Believe It, That Settles It”. The way some act it is as if, that they believe, is the power that brings things to pass; and that it does not matter if God said anything or not. We dare never forget that the power is not in my believing but in God backing up what He says. The power to bring things to pass starts with “God said it” not “I believe it.”

When we believe God, we are believing what God says. And when we believe
what God says, it will come to pass because God is able to bring His word
to pass.
